There being no objection, it was so ordered. Amendment No. 2 was offered by Representative Cissna: Page 2, following line 3: Insert "WHEREAS the Republic of China is aware of the United States' continuing international concerns with bonded or forced child labor, the rights of workers to organize, the elimination of the use of child soldiers, international environmental degradation, and worker and product safety standards; and" Representative Cissna moved and asked unanimous consent that Amendment No. 2 be adopted. Representative Heinze objected. Representative Cissna moved and asked unanimous consent to withdraw Amendment No. 2. There being no objection, it was so ordered. Representative Coghill moved and asked unanimous consent that HJR 28 am be considered engrossed, advanced to third reading, and placed on final passage. Objection was heard. HJR 28 am will advance to third reading on tomorrow's calendar.
